Why none of the EU's existing partnerships are the right fit for Canada

The European Union has a number of partnership deals with non-member countries, but Canada won't fit into any of those existing frameworks. A Montreal summit this week will launch formal discussions and negotiations about a new partnership to bring Canada closer to the EU.
